character and background of "victims" should be a mitigating factor in fake encounter cases

It is not sushilas case that her husband was not a wanted criminal. Why was there a 25000 rupees reward on his head? The character and back ground of the so called "victim" of fake encounter should be a mitigating factor in such cases for the police men.
Our criminal justice system needs overhaul. It is grossly unfair to the law abiding citizens that proven, repeated or prima facie guilty criminals are judged on the same standards that apply to law biding citizens.
Given the failure rate of prosecution and the pressure on the police to perform on the criminal front, one or two failures especially on rowdies and law breakers.
The police should be applauded for ridding the society of criminals better than the court system which fails usually.
