speaker Bopaiah nonpartisan?

Speaker not only should be nonpartisan but should appear nonpartisan. K G Bopaiah has hardly been democratic as obvious during the noconfidence motion and events leading up to it. What is more it appears Manjunath is issuing privileges threats to those who question the speaker. The position is judged by the person occupying it and not the other way round, for ever by the public.
