Why not enforce ban on honking to save hearing

If the same police and traffic authorities enforced 14 year old SC order WP#20050718 and cracked down on the reverse horn, musical air horns more diligently, 8000 people can be saved from noise induced deafness with each honk. Constant and unnecessary honking contrary to popular belief that it demonstrates cautious driving, is in fact a certain index of reckless driving as can be heard on roads.
