UID exercises until passed by parliament are illegal

UID cannot be "legally" 'authorized" by the government until parliament passes it.
An administrative officer appointed to uphold law and Administer" in its ambit
should be fully aware.
A higher standard officer is expected to advise and guide erring politicians
and peoples representatives without fear or favor AS TO what is LAWFUL.
When they fail in their duty by bending over backwards like this
speaking with forked tongue worthy of a politician INDIA BEWARE ,CONSTITUTION
IS BREAKING DOWN.
Mr Dalwai cant mislead the public by saying UID is government authorized.
and in the same breath admit that it has not passed the crucial parliament.
It amounts to putting the cart before the horse and illegality by any definition.
