what is so great -paying a traffic fine?

Any ordinary civic minded citizen from any other country fails to understand the profusely laudatory letters about Mirji's sons paying up the traffic fines for violations, without using their father's "Influence".
This can only happen in India where all values have been systematically "corrupted" over the decades.
They just did their bare civic duty, nothing that deserves a Bharat Ratna.

In the criminally negligent accident of student Swarna Jaswant of Vogue Institute of Fashion Technology falling through glass ceiling at - note the lack of barrier to prevent access to the fragile glass ceiling at the step level where a piece of concrete step-due to inferior building material appears to have broken off, - the college is totally liable for criminal and civil action.

Under such circumstances, only in India can we find such higgle haggle negotiations like 3 days hospital expenses etc.
Firstly the college authorities should be behind bars.
Then you will see appropriate settlement.
Otherwise you will see such state encouraged negotiations.
