How can counterfeit notes be worth anything? As if the denomination printed on the note increases their value? Penalty should depend on the count(number of fake notes in possession). It is no excuse or consolation that nothing dangerous happened. As a punitive measure to dissuade other similar criminal violations (if these violations are not yet criminal they should be as they damage the society) both fines and jail terms should be imposed.
